On 3 August 2026 the Financial Conduct Authority published policy statement PS26/15, setting out final rules to simplify UK transaction reporting. The FCA says the new regime will come into force on 3 April 2028. Final rules are not the same thing as a regime that has already started.
Key facts
- PS26/15 was published on 3 August 2026.
- The FCA says the new regime comes into force on 3 April 2028.
- The stated changes include fewer fields, a narrower instrument scope, and a shorter default back-reporting period.
The policy statement says the rules change the scope, content and operation of transaction reporting, after consultation CP25/32. The changes the FCA lists include cutting the number of fields from 65 to 52, removing reporting obligations for 7 million financial instruments that are only tradeable on European Union trading venues, removing foreign-exchange derivatives from the scope of the reporting requirements, and cutting the default back-reporting period from five years to three. Removing a reporting duty for foreign-exchange derivatives is not a statement that those derivatives are outside all other FCA rules.
The FCA says it expects the changes to reduce firms’ reporting costs by more than 100 million pounds a year, and that removing foreign-exchange derivatives from the reporting scope reduces costs for more than 400 UK firms. Those are the FCA’s expectations in the policy statement. They are not a saving this desk has measured. The audience is investment firms, trading venue operators, approved reporting mechanisms, and other firms that submit transaction reports, instrument reference data and order-book data.
The FCA says firms should start planning, including reporting logic, the change in scope and fields, and a revised schema. It says it will publish a draft schema, validation rules and new guidelines for consultation in October 2026, including transitional provisions. This briefing, written on 22 October 2026, does not claim that draft schema has been read. The FCA also says it will take a flexible supervisory approach to some areas from 3 August 2026 until the regime starts on 3 April 2028. Flexible supervision is not an earlier commencement date.
Why it matters for investors and traders
Investment firms and reporting vendors have a long implementation job, and the content of UK transaction reports will change. The change is about what is reported to the FCA. It is not a change to the price a client pays, and it is not yet in force.
Markets discussed: Reporting. These are the subjects of the briefing, not a list of markets that moved.
Uncertainties
- The draft schema planned for October 2026 was not the document read for this briefing.
- The cost figures are the FCA’s expectations, not an audited result.
- What the flexible supervisory approach covers, field by field, is in the policy statement and is not itemised here.
What to watch next
- Treat 3 April 2028 as the in-force date the FCA states, not 3 August 2026.
- Separate a reporting exemption from any other rule that still applies to the instrument.
- Use the firm’s implementation notice for when its reports actually change.
