CME Group plans a 7 December launch for US Treasury clearing

Market infrastructureDate only. No clock time was recorded.wit-editorial2 min read

On 10 September 2026 CME Group announced that it plans to launch CME Securities Clearing Inc. on 7 December 2026, pending all necessary regulatory approvals. The clearing house is described as a service for US Treasury cash and repo transactions. A planned date is not an operating service.

Key facts

  • The CME Group release is dated 10 September 2026.
  • The stated launch date is 7 December 2026, pending necessary regulatory approvals.
  • The service is described for US Treasury cash and repo. It is not described as already operating.

CME Group says the service would let eligible firms clear US Treasury cash and repo and would sit alongside its existing cross-margining arrangement with the Fixed Income Clearing Corporation. The release says the service will support both done-with and done-away execution and clearing, and that eligible firms would be able to offset margin across cash Treasuries, repo and CME Group interest-rate futures. Capital-efficiency and lower-cost claims in the release are CME Group’s claims. They are not a measurement published by WiT Markets.

Terry Duffy, CME Group’s chairman and chief executive, is quoted on the existing FICC arrangement. He says that arrangement already produces over 2 billion dollars in daily margin savings. That figure is the company’s figure for the existing arrangement, not a result for the service that has not launched. Suzanne Sprague, chief operating officer, describes cross-margining between CME Group clearing houses and between CME Clearing and FICC as the intended design.

The release says CME Securities Clearing is an SEC-registered clearing agency and that it is meant to help firms comply with the SEC Treasury clearing rule. It dates that rule’s requirements as central clearing of eligible cash transactions by 31 December 2026 and eligible repo by 30 June 2027, which matches the dates in the SEC’s 25 February 2025 extension. The SEC’s implementation page lists an order granting the registration application. This briefing did not restate that order, and the 10 September release still says the 7 December launch is pending necessary regulatory approvals. Registration of an agency, as listed on the SEC page, is not treated here as proof that the service is open.

Why it matters for investors and traders

Firms that must clear eligible Treasury transactions have a second announced clearing option, with a date that is still conditional. Margin-offset benefits are the company’s description of the design, including a savings figure it gives for the existing FICC arrangement.

Uncertainties

  • The release does not list the approvals that were still open on 10 September 2026.
  • The SEC page lists a registration order. This briefing does not give that order’s date, because the order text was not the document read for the date.
  • Done-with and done-away are CME’s labels. The release does not define them in the passage used here.

What to watch next

  • Treat 7 December 2026 as the company’s planned launch, not as a completed opening.
  • Use the SEC dates for the clearing obligations, and this release for the company’s plan.
  • A later CME notice would be needed before this page says the service is operating.
