SEC extended US Treasury clearing dates to the end of 2026 and mid-2027

On 25 February 2025 the US Securities and Exchange Commission extended the compliance dates for the US Treasury clearing rule. Eligible cash-market transactions are dated 31 December 2026. Eligible repo transactions are dated 30 June 2027. The SEC’s implementation page, last reviewed on that site on 23 September 2026, restates the same dates. The page review is not a second rule.
Key facts
- SEC release 2025-43 is dated 25 February 2025.
- Eligible cash transactions: 31 December 2026. Eligible repo: 30 June 2027.
- The duty is on covered clearing agencies and the eligible secondary-market transactions of their direct participants.
Release 2025-43 says the Commission extended the compliance dates for Rule 17ad-22(e)(18)(iv)(A) and (B) under the Securities Exchange Act by one year. A covered clearing agency that provides central counterparty services for US Treasury securities must have written policies and procedures reasonably designed to require every direct participant to submit for clearance and settlement all eligible secondary-market transactions in US Treasury securities to which that participant is a counterparty. The agency must also identify and monitor those submissions, including how it would address a failure to submit. That is the scope in the release. It is not a sentence that every Treasury transaction, by every holder, must be cleared.
The same release gave a temporary exemption from enforcing Rule 17ad-22(e)(6)(i), the separate-margin rule for a direct participant’s proprietary Treasury positions and the transactions of an indirect participant. The exemption ran until 30 September 2025, instead of 31 March 2025. That end date is in the past. This briefing does not describe the exemption as still open. The release says the exemption did not stop a clearing agency from enforcing the policies against firms that were ready, and that a direct participant offering certain access models still had to follow the rules for those models.
Acting Chairman Mark T. Uyeda is quoted saying the extra year was time to implement and validate operational changes. The implementation page adds staff material, including answers on what happens when a trade fails to novate and on who is a government securities broker or dealer. Those answers are not copied here. The page also lists applications and an order granting CME Securities Clearing’s registration. This note does not restate the order. The compliance dates used on this page are the dates in the 25 February 2025 release.
Why it matters for investors and traders
Broker-dealers, clearing participants and Treasury clearing agencies have two different compliance dates, and both are later than the original dates. A reader can see who the rule addresses, and that a failed novation question is the subject of staff guidance rather than a fact decided on this page.

Uncertainties
- The release does not list every transaction that counts as an eligible secondary-market transaction.
- Staff FAQs on the implementation page were not copied into this briefing.
- The implementation page’s “last reviewed” line of 23 September 2026 is a page stamp. It is not used here as a new compliance date.
What to watch next
- Keep the cash date and the repo date separate.
- Ask whether a trade is an eligible secondary-market transaction of a direct participant. The release does not answer that for a named firm.
- Treat the 30 September 2025 margin exemption as a past date from the same release.
